Disasters and other high-pressure events intensify trafficking risk: systems get overwhelmed, law enforcement gets pulled elsewhere, and the margin for error shrinks. That is when traffickers move, and when small, under-resourced jurisdictions are most exposed. It is also when capability matters most.
Millstone Foundation is a direct-action anti-trafficking organization built on a train, advise, and assist model. We strengthen communities and build the capability to confront trafficking through training, threat assessment, and operational support delivered alongside those already in the fight.

No-cost, mission-aligned training to agencies, partner organizations, and communities: counter-trafficking awareness, preparedness planning, resilience and risk reduction, and operationally relevant training tied to real-world conditions.
Helping organizations see where trafficking risk is growing and where their systems are exposed: threat and vulnerability assessments, capability-gap identification, integration of trafficking risk into planning, and support for more informed operational design.
The systems required to train, advise, assist, and deploy responsibly: communications and coordination tools, planning and readiness systems, insurance, compliance, and administrative infrastructure, and mission-support systems that sustain lawful and disciplined execution.
Supporting real-world operations when requested and lawful: transportation and logistics, mission coordination, sustainment and medical support, and operational reinforcement for strained teams and partner elements.
Millstone strengthens the people already carrying responsibility; it does not replace them. We work by, with, and through partner organizations, agencies, and communities to extend capacity where any one organization alone may fall short.
Support does not end when an incident is over: after-action review, continued training, resilience development, post-event preparedness, and refinement of capability based on lessons learned.
